New Delhi, May 15, 2023.

NSDC International Limited (hereinafter referred to as NSDCI), a wholly owned subsidiary of the National Skill Development Corporation (hereinafter referred to as NSDC) of India, has concluded a Memorandum of Understanding with Zenken Corporation (Headquarters: Shinjuku-ku, Tokyo; President: Junnosuke Hayashi), on March 20, 2023. The MoU states that both parties will cooperate in strengthening the acceptance of highly skilled human resources, including IT engineers, as well as specific skilled human resources in the nursing care field.

The purpose of this business alliance is to cooperate in the training and employment of Indian skilled workers for Japanese companies, to conduct educational seminars and events on the utilization of Indian human resources, and to promote the acceptance of Indian human resources from India to Japan. As a first step, the "2nd Japan-India Industry-Academia-Government Open Forum Event" was held on April 25, 2023, hosted by NSDC, NIFCO Inc, Zenken Honsha Corporation, Ota City Industry and Economy Department, and Ota City Industrial Promotion Association.

To promote relations and understanding between Japan and India in the field of human resource, NSDCI and Zenken Corporation will cooperate with each other to:

1)     Promote awareness of the employment of Indian skilled workers in the Japanese market.

2)     Promote employment of Indian professionals by Japanese companies.

3)     Conduct seminars to promote skills development and international labor mobility in both Japan and India.

4)     Promote Japanese language education in India.

India’s population composition has a high percentage of young people available for work. NSDC, together with their training partner network, is involved in training more than 30 million people across India and is working to promote the sending of Indian human resources to Japan for employment.

On the other hand, Japan's total population continues to decline, and there is concern about a labor shortage due to a significant decrease in the working-age population. Considering this situation, the Japanese government has been promoting the acceptance of foreign human resources and concluded a memorandum of cooperation on specified skills with the Indian government in January 2021. However, due to the impact of the global spread of the new coronavirus, the outbound flow of people from India to Japan has stagnated, and further promotion is desired in the future.

Aiming to resolve the decline in the labor force due to the decrease in the working-age population, NSDCI and Zenken Corporation have concluded the MoU to increase the number of opportunities for Indian professionals in Japan and to establish a cooperative framework for improving the educational environment. The two companies also plan to focus on holding online and face-to-face seminars in various fields in both Japan and India. NSDCI and Zenken Corporation will promote cooperation between the two countries by bringing together the expertise, technology, assets, and networks of both companies.
