By categorizing companies based on their sampling results, like the Union Government categorizes export houses, it ensures transparency and accountability.

It is imperative that the government ensures unbiased mechanisms to draw samples for quality assessment. Currently, the data shows that most samples were drawn from companies in the A and B categories, while companies in the C and D categories were left out. To curb illegal businesses and apprehend defaulters, a uniform mechanism for drawing samples from all companies involved in agrochemical manufacture and trade should be strictly followed, as per the guidelines of the Insecticide Act, 1968. The government should publish data on sampling and analysis for all companies, not just the branded ones, as done by the Government of Rajasthan since the financial year 2012-13.

Drawing a parallel with the pharmaceutical sector, where the Central Drugs Standard Control Organisation (CDSCO) conducts joint inspections of drug manufacturing units with State Drugs Control Administration, the government should consider implementing a similar risk-based approach for pesticide units. By inspecting all pesticide units to whom registration certificates have been issued, the government can ensure better quality control and curb the proliferation of fake and sub-standard agrochemicals.
